Why is this necessary?

Because surface tension of many plastic films is not high enough to allow a good adhesion of printing inks on the film. In the same way, the lamination bonding is weak between two or more materials. So, for good quality printing, lamination, coating and other processes, should to increase the surface tension of the plastic film. That is why silicone sleeve for corona treatment is needed, because it is the most common method of treatment.
